Port Arthur police officer reinstated to former deputy chief role

PORT ARTHUR — A Port Arthur police officer who had been placed on administrative leave in February 2017 has been reinstated to his former position by the police chief.

Lt. Johnny Owens has been reinstated to his previous position of Major/Deputy Chief with the department according to a release from Port Arthur Police Chief Patrick Melvin.

Owens was placed on administrative leave along with three other Port Arthur officers last year according to 12News file stories.

He came back to work as a lieutenant prior to Tropical Storm Harvey's arrival in August 2017.

Owens will also be reassigned to the Criminal Investigations Division and will immediately resume his previous role as the city's, mayor appointed emergency management coordinator according to the release.

"His experience, knowledge and leadership will greatly enhance the Port Arthur Police Department and the Office of Emergency Management’s ability to efficiently and professionally serve the citizens of Port Arthur," Melvin said in the release.
