Early voting for runoff election in Orange starts Monday
Voters will have the chance to vote between incumbent Annette Pernell and Mary McKenna for the District 4 position on city council. Incumbent Bill Mellow faces Caroline Mazzola Henngan for the Placer 6 council seat.
