Ex boyfriend charged in Kountze fatal shooting

A spokesperson for the Kountze Police Department has released the identity of a woman who was fatally shot Monday.  The victim is identified as Jasmine Luquinta Powell, 29.

A suspect in the shooting has been identified as Sandy Ray Irvine, 43, an ex-boyfriend of Powell.  He has been charged with one count of murder and one count of aggravated assault with a deadly weapon.

The shooting happened at around 7:15 a.m. Monday at a house located at 130 S. Pecan Street in Kountze.

A neighbor called 911 after hearing gunshots.  The shooter, identified by police as Irvine, had already fled the scene before police arrived.

A man, identified by police as Terrion Moffett, 33, was shot four times in the back.  Powell was shot once in the head. Both victims were found laying outside of the house when police arrived.

Powell died from her injuries.  She was pronounced dead at the scene by Hardin County Precinct 3 Justice of the Peace Judge Tommy Hall.  Moffett was taken to Christus Hospital St. Elizabeth in Beaumont.  

All campuses of the Kountze Independent School District were put on lockdown as a precaution until they were notified by authorities that a person of interest had been arrested.

The Sheriff's Office is assisting the Kountze Police Department in the investigation.
