Keystone XL pipeline hits another legal obstacle


A Nebraska state judge has put the brakes on the upper leg of the Keystone XL pipeline. 

Nebraska's governor approved the route of the pipeline, but Judge Stephanie Stacy says that approval is unconstitutional.

She says the decision should be made by the state's utilities commission. 

The proposed pipeline would carry crude oil from Canada through Nebraska to southeast Texas refineries.

The president says he will make a decision on the pipeline after a review of an environmental report and a comment period.
