The investigation began after BISD board member Mike Neil filed a complaint with the Beaumont ISD police department.  He said Haynes tried to block Neil and a reporter from entering a room where a news conference was held.

Haynes has also filed a complaint stemming from the incident. Haynes claims she was hurt by Neil and filed a complaint with BISD police citing offensive touching which is a Class C Misdemeanor.  BISD police have forwarded the complaint to Beaumont's municipal court.  It will be up to city prosecutors to decide if charges will be pursued.

BISD Superintendent Timothy Chargois placed Haynes on paid administrative leave following the August 1, 2013 incident.
