P.A. Housing Authority reveals plans for new public housing developments

The Port Arthur Housing Authority Tuesday revealed its new $40 million project: two new public housing developments to replace the declining Carver Terrace and Lincoln Square apartments in the city's west side.  The plans were announced at Tuesday's special meeting of the Port Arthur City Council.

"It's not going to look like public housing, and that's a good thing. You're going to have a lot of green space, you're going to have walking areas, areas to relax in," said Ronnie Linden, Chairman of the Port Arthur Housing Authority Board of Commissioners.

If funds come through, developers hope to begin construction by July. It should take about a year to build both. One development would cater to the elderly and is set to be built in the empty lot where Edison Middle School used to be on 12th Street. It would contain 128 units and cost roughly $16 million. The second is set to be built on a 20-acre site behind Wal-Mart on Highway 365. It would have 184 units, targeted at families, and cost more than $23 million.
     
"The money is coming from a number of different areas, the bulk of which will be from the Southeast Texas Regional Planning Commission as part of a second round of (Hurricane) Ike funding," said Linden.
          
Council members raised concerns over the fact that the new developments would contain 312 units, over 100 more than the total units they would be replacing. But Housing Authority members said demand for affordable housing is high, and to satisfy another concern, they said Port Arthur residents will be given first priority when filling the units.

PAHA is still waiting for the Department of Housing and Urban Development to approve the demolition of Carver Terrace and Lincoln Square. PAHA will help those currently living in Carver Terrace and Lincoln Square find housing when those buildings are demolished.
