Below is a news release from the Houston District concerning emergency road work taking place on I-10 tomorrow (Friday) through Monday morning.
NEWS RELEASE FROM THE TEXAS DEPARTMENT OF TRANSPORTATION

(Houston) –This weekend crews will be repairing a section of the Houston Avenue Bridge damaged by a freight truck over the maximum height limit attempting to pass under the structure on IH 10 Katy Freeway. To complete the work a total closure of all eastbound mainlanes of IH 10 Katy Freeway at Studemont near downtown Houston will be required. Motorists should expect significant delays and should avoid the area if possible.
Starting Friday, July 20 at 9 p.m. until Monday, July 23 at 5 a.m. all eastbound mainlanes of IH 10 between Studemont and IH 45, including the Smith St. exit to downtown will be closed. Motorists attempting to reach downtown or destinations further east will be detoured to IH 10 eastbound frontage road to Studemont, U-turn at Studemont to access the IH 10 westbound main lanes to the IH 10 westbound connector ramp to IH 610/ West Loop northbound to IH 45 southbound to get back to IH 10 east of downtown.
Additionally, multiple IH 10 Katy Freeway eastbound main lanes between Antoine and Studemont and the respective entrance ramps will be closed starting Friday, July 20 at 9 p.m. until Monday, July 23 at 5 a.m. A maximum of two outside lanes will remain open for local traffic only* between the connectors to IH 610/West Loop and Studemont. Police officers will be on site to assist with traffic control. Other required closures include:
• IH 610 West Loop southbound connector ramp to IH 10 Katy eastbound will be closed Friday, July 20 at 8:30 p.m. until Monday, July 23 at 5 a.m. Motorists can continue southbound on IH 610 West Loop to US 59 Southwest Freeway to reach IH 10.

The Houston Avenue Bridge was hit on June 1 and TxDOT issued an emergency contract and took bids on June 18. NBG Constructors, Inc. won the contract with a low bid of $188K. TxDOT data over the past four years indicates we average about one over-height bridge collision a month around the state. Unfortunately however, that trend is on the rise with TxDOT having 20 such incidents in 2011 and more than 10 already this year. The repair costs average approximately $185,000 per occurrence (without accounting for travel time delays, liability claims and other administrative costs). "Just this year, in Houston alone, we have had four major over-height truck incidents resulting in the need for emergency contracts and/or change orders to existing contracts to address bridge repairs," said Quincy Allen, Houston's Deputy District Engineer and former Director of Maintenance. "And another emergency closure of this nature will be required to address repairs to the Meadow Street Bridge over IH 10 East in coming weeks."
TxDOT crews and contractors are working on the details for the forthcoming Meadow Street Bridge repairs and will be announcing the associated closures for this work in early August.
