Rangers wrapping up investigation of officer-involved shooting

The Texas Rangers say they are wrapping up their investigation of an officer involved shooting in Orange earlier this week.

28-year-old James Whitehead was shot and killed Monday afternoon by off duty Orange police officer Captain Robert Arnold. 

Wednesday marked the first time law enforcement released details revealing what lead to the shooting.

Ranger Kenneth Parks tells 12 News it appears Whitehead became argumentative with an employee inside O'Reilly's Auto Parts. The victim's father told 12 News in an exclusive interview Tuesday that his son was attempting to return a starter for one of his vehicles, but the staff refused to accept it. Authorities say that was when employees called 911 for assistance.

Ranger Parks says Captain Arnold was in the store at the time with his 14-year-old daughter and attempted to intervene in the argument when Whitehead starting yelling racial slurs at Arnold. Park says Arnold went outside to retrieve his handcuffs from his truck. Parks says Whitehead followed Arnold outside when a scuffle ensued. Arnold shot Whitehead once in the chest near the passenger side of his pickup truck.

Ranger says the officer's daughter remained inside the store and never saw the shooting.

He says they have interviewed all witnesses and Arnold and are now awaiting toxicology results from the autopsy before sending the case to the district attorney's office. Officer Arnold remains on administrative leave.
