A lead investigator with the Texas Education Agency was in attendance at Thursday night's Beaumont Independent School District school Board meeting.
The district has been under investigation by the TEA. A Source said she slipped out of the administration building late in the meeting after word spread of her presence.
The school board Thursday voted to adopt a Board Operating Procedure Guide. Superintendent Timothy Chargois said it was the first step in fixing a number of irregularities found within the district by a state committee review.
12News obtained a copy of the Legislative Budget Board Performance Review. It calls the BISD board of trustees "dysfunctional", recommends the elimination of three job titles and the addition of two others.
The report says the board has a, "...culture whereby sound business policy and practices are waived to staff and vendors to complain loudly."
Very little was mentioned about embattled Communications Director Jessie Haynes who has been on paid leave since an altercation between Haynes and Trustee Mike Neil. Both have filed assault charges against one another after Haynes tried to keep Neil from aiding a reporter who was not allowed in a press conference.
