Tropical Wave (93L) in the North-Central Caribbean has not strengthened despite the very warm sea surface temperatures. This is due to shear or strong upper-level winds that rip developing thunderstorms apart. It does not appear that the system will strengthen for the next 36 hours until the shear weakens. By Monday, the tropical disturbance will likely enter the Gulf of Mexico. High pressure aloft will build over the Gulf Coast. This will push it west into South Texas or Mexico.
